Amarillo Crime Stoppers has increased the reward for a fugitive who has been linked to the 2016 murder of Charlesetta Telford, who was pregnant at the time, at an Amarillo apartment complex.

Jessica Lynn Black, a 37-year-old black woman, is listed as 5-feet, 2-inches tall weighing about 185 pounds with brown eyes and black hair. She is wanted out of Potter County for capital murder. The reward for her arrest is now $500, according to Crime Stoppers.

On July 26 a capital murder of multiple persons warrant was issued for Black, the second person police officials say they believe is involved in the shooting death of Telford and her unborn baby. Anthony Dwion Richards, 31, was arrested Feb. 11 and remains in custody at the Potter County Detention Center on a $500,000 bond.

Telford, 38, was killed on the night of June 20, 2016 at the Plum Creek Apartments, 5900 Plum Creek Road. Telford, who was known as CeCe, was suffering from several gunshot wounds when police officers arrived and died later at a local hospital.
